Henry Kerali was a Professor at the University of Birmingham where he led the international research program that developed HDM-4, a cost-benefit analysis model used world-wide to assess the economic feasibility of road investments.
Professor Kerali joined the World Bank in January 2003 as a Transport Specialist and was appointed Transport Sector Manager covering Europe and Central Asia in 2009. Moving on to became Regional Director for the South Caucasus responsible for the World Bank programs in Armenia, Azerbaijan and Georgia based in Tbilisi (2012-2015). He was appointed Country Director for Ghana, Liberia, and Sierra Leone, based in Accra (2015-2019), and for Afghanistan (2019-2021). As Country Director, he provided strategic leadership and oversight of the World Bank program and staff working in these countries. He retired from the World Bank in 2022 after serving for nearly 20 years.
